Objective of the Project

To support the implementation of CDM in the energy sector in ASEAN member countries by capacity building for regional institutional and by improving the competitive position of ASEAN among CDM host countries.

Project Activities

Organisation of ASEAN CDM seminars
The seminars are directed at exchanging experiences (South-South) on the implementation of CDM in ASEAN countries with a focus on institutional issues. The majority of speakers will be from the region with additional speakers from the EU.

Discussion papers on CDM in ASEAN
Discussion papers will be drafted by the team and used to disseminate the local information and experience on CDM in the energy sector, to subsequently analyse and compare the differences between the ASEAN countries and, finally, to draft recommendations, for both the region and specific countries.

The following topics are addressed:

  • CDM in regional and national energy policy in ASEAN
  • Experience from project proponents with CDM appraisal and institutions in ASEAN
  • Experience with policy and institutional development for CDM implementation in ASEAN
  • Energy baseline issues in ASEAN; finding a common approach
  • Recommendations for CDM capacity building co-ordination in ASEAN
Information and dissemation activities
The project team will operate a CDM Information Desk, to which stakeholders in ASEAN can submit any CDM related question or request for information.

Side events at UNFCC meetings
At each of the annual meetings of the UNFCCC climate negotiation process, including the Conferences of the Parties, a side event will feature a specific aspect of ASEAN energy CDM development. These side events will also promote CDM-opportunities in the ASEAN region to potential investors.
